Some groups of species have some sort of leader. Of course, this doesn't mean that they are always obeyed. There are several groups that also possesses some authority.

Scarlet Council

It isn't hard to know that the Scarlet Council may consist of vampires. The Council is a wicked group that holds no consideration to rules. They are as close as brethren, and they will not betray one another. Vampires outside of the group, however, will not be shown so much leniency. The Council usually consists of pure-bloods.
